About Us
The RCHA has three sites: Park View, Park View Addition, and Valley View. The Park View and Park View Addition sites are situated within a few blocks south of downtown. The Valley View site is located directly south of Lincoln Elementary School and football field and north of Cherry Corner Estates, an assisted living facility and The Valley Child Development Center, Red Cloud's premier childcare facility. All RCHA units offer a comfortable environment where residents can enjoy independent living.
Mission Statement
The mission of the RCHA is to be the area's affordable housing of choice. We provide and maintain safe, quality housing in a cost-effective manager. By partnering with others, we offer rental assistance and other related services to our community in a non-discriminatory manner.
Rent Guidelines
All unit rents are calculated at thirty percent on the difference of the Gross Annual Income less any allowable deductions. Flat rents per unit size are calculated yearly from the published Webster County Fair Market Rents.

The Staff
The Red Cloud Housing Authority is made up of a three member staff with several years of experience which include Glen Brumbaugh, Executive Director; Kristara Pavelka, Program Assistant; Luke Sheltrown, Head of Maintenance. The Red Cloud Housing Authority is governed by a five-member Board of Commissioners appointed by the mayor who serve five-year staggered terms. The board members hold a regular monthly meeting on the third Tuesday of the month at the Valley View Office, 59 North Chestnut at 5:00 p.m.
